AUTHORIZATION TO AWARD
Hawaii Sir Thomas Lipton Challenge Cup One

The Historical Trophies Advisory Board of the Hawaii Maritime Center (herein referred to as The Trophy Advisory Board, by its court directed authority and responsibility, advises the Hawaii Maritime Center (HMC) to award the Sir Thomas Lipton Challenge Cup One Trophy under the following terms and conditions:
1. HISTORY: The trophy shall henceforth be referred to as the Hawaii Sir Thomas Lipton Challenge Cup One. This is one of the few trophies personally presented to American Yachting Organizations by Sir Thomas Lipton. Originally deeded to the Hawaii Islands Star Fleet.
2. CONDITIONS OF EVENT: The Hawaii Sir Thomas Lipton Challenge Cup One shall be awarded to the winner of a series outlined in the Notice of Challenge, which shall be sent to each qualifying club by The Trophy Advisory Board. Such notice shall be sent no later than forty-five (45) days prior to the event and shall indicate the rating system to be used, the limitation (if any) on participating yachts, the option(s) on course configuration, and the number of races to be scheduled.
3. ELIGIBILITY: Eligibility to challenge and compete in the series will be by a Clubs membership in the Hawaii Yacht Racing Association (herein referred to as HYRA) or its successor, in good standing that has a fleet of keel boats and holds keel boat races for its members and other invited keel boats. Any Challenger must be capable of providing all aspects of the series to include both on water and off the water activities.
Yachts - There shall be only one yacht per HYRA member club. A yacht must be wholly owned or under charter by member(s) of the challenging or defending club, and must have a 2024 valid PHRF rating from San Francisco Yacht Racing Association (herein referred to as SF YRA) fourteen (14) days prior to the first race of the series. All yachts must submit their PHRF certificate to both The Trophy Advisory Board and the Host Club.
Crews: All members of the crew of any participating yacht shall be a life or dues paying member of the HYRA member club under whose burgee that yacht is racing. Non-resident members are not eligible. All crew members must be certified residents of the State of Hawaii. Upon demand crew members shall produce for the Judging Panel a copy of the most recent tax return or a most recent voter’s registration card in order to qualify as a State of Hawaii resident. An exception is made for active military crew stationed in Hawaii. The Judging Panel shall retain the right to disallow any crew member they believe does not qualify as a permanent resident of the State of Hawaii based on alternative evidence. For the purpose of this event, dependent children under the age of 18 and spouses of the life or dues paying member shall be considered qualified members. All crew members shall have been members in good standing of their HYRA organization as of February 1st of the current year. The Commodore of each challenging / Defending Club shall confirm the supplied crew list meets all requirements of this challenge or risk disqualification from this and future Lipton Cup regattas
All participating yacht skippers shall submit a crew list to the Judging Panel at or before the Skippers Meeting. The list will contain race crew and a list of alternate race crew. The skipper shall inform the Judging Panel of any crew changes during the event.
4. METHOD OF CHALLENGE:
Challenges declaring their yacht shall be submitted to the defending club and The Trophy Advisory Board twenty (20) days prior to race one.
The Defender of the Cup shall identify the yacht for the defense and give notice to all challengers, and The Trophy Advisory Board fifteen (15) days prior to race one.
The Challengers shall submit any change of yacht to the defending club and The Trophy Advisory Board, fourteen (14) days, prior to race one.
All yachts are subject to the conditions of the Notice of Challenge
5. RULES: The racing rules of World Sailing as adopted by the United States Sailing Association (herein referred to as US Sailing) and the Prescriptions shall govern, except as otherwise provided in this authorization, the Notice of Challenge, or the sailing instructions as approved by the Judging Panel for the event.
6. JUDGING PANEL: The Executive Committee of the HYRA shall appoint a US Sailing Certified Judge to chair and select a Judging Panel/Protest Committee of two other members at least, thirty (30) days, prior to the event. The Judging Panel/Protest Committee shall be responsible for monitoring the conduct of the series and perform the following functions:
Approve the Sailing Instructions
Approve any requests for yacht changes by competitors after the start of race one
Resolve all protests and appeals
7. CONDUCT OF THE SERIES:
The Defender is the Organizing Authority and shall conduct the races and provide adequate staff, equipment and committee boats for the conduct of the series.
The Defender shall also prepare the Sailing Instructions and submit those instructions for approval to the Judging Panel established in paragraph 6 at least thirty (30) days prior to the start of the series.
The Defender shall conduct a Skippers Meeting to present the Sailing Instructions to all participants at least one (1) day prior to the event. All participants shall be informed of the date, time, and place of the Skippers Meeting at least fifteen (15) days prior to the Skippers Meeting.
The HYRA shall stipulate the amount of an entry fee. Such fee shall be paid to the HYRA prior to conducting the series.
8. AWARDS: The Trophy Advisory Board is responsible at all times for the safety and security of the Lipton Cup and any use, transportation or display shall be only as approved or directed by the Trophy Advisory Board. The Trophy Advisory Board may allow for the trophy to be presented to the winner of an event at the venue where the event is held. A formal presentation shall be made at the annual HYRA Banquet. The winning organization may request to display the trophy at a specific location during the period of time between the HYRA Banquet and the next event. Such a request may be granted based on consideration for adequate security in an appropriate viewing area. The Trophy Advisory Board shall oversee all inscriptions on the trophy. An additional permanent trophy will be presented at the HYRA Banquet to be maintained and displayed as determined by the winning organization.
9. AUTHORITY: The Historical Trophy Advisory Board reserves the right to modify the Authorization to Award at any time with due consideration being given to the qualification dates outlined in the most recent modification. Any matters not covered by this Authorization to Award and any questions arising under any of its terms and conditions shall be referred to the Trophy Advisory Board for determination.
