The seminar <br />is designed for sailors who have some race committee experience; however, <br />newcomers are also welcome. It will be held in the club&rsquo;s upper deck on Saturday <br />January 16 from 9:00-4:30pm. <br /><br />The principal instructor for the seminar will be Guy Fleming, The US Sailing <br />Area H Race Officer. As always, he will be including the experience of the <br />group in his presentation. <br /><br />Topics to be covered include: <br />1&bull; Race Committee objectives, responsibilities and sailing instructions; <br />2&bull; RC jobs, equipment, setting the course, starting system, starting penalties, <br />before the start, during the race, finishing and scoring. <br /><br />At the seminar you&rsquo;ll need your own copy of the Racing Rules of Sailing <br />2009-2012. If you&rsquo;re a US SAILING member you should have already received a <br />copy. If you&rsquo;re not a member you can either join US SAILING and get a free copy <br />or purchase one from the US SAILING Internet site (www.ussailing.org and <br />click-on &ldquo;Store, Racing, All Racing Rules&rdquo;). All will be given a copy of Join <br />the Race Committee Team at the seminar. However, in order to be certified as a <br />US SAILING CRO you&rsquo;re required to attend a complete seminar and pass the test. <br />Moreover, in order to be certified as a CRO you&rsquo;ll also need to have a copy of <br />the current US SAILING Race Management Handbook and meet the program&rsquo;s other <br />criteria. Registration will take place on the day of the event. The seminar fee <br />($30 for US SAILING members and for non-members who don&rsquo;t take the test; $60 for <br />non-members who take the test) includes handouts but does not materials. The fee <br />doesn&rsquo;t include required seminar publications from US SAILING. Next weekend we are scheduled to have the Lahaina feeder to Lanai, but it seems there is some lack of interest for this race, so it will most likely not take place. It would have been a great time, maybe we will try it again next year. It is a busy sailing season and everyone cherishes those lazy weekends that don&rsquo;t involve sailing. <br /><br />Last year for the Lahaina Return we had 39 boats in the race, and this year&rsquo;s goal is to have at least 45 boats. Please let us know if you&rsquo;re racing, so that we can get a head count. <br /><br />I have also made a deal with Maui Zen Day Spa for those who are interested. Basically, if 5 or more of us book a massage for the same day, they will give 15% discount off their regular prices. After registration the sailors were given the needed gear to start rigging their boats.  You could just feel the electricity in the air as each competitor applied their special touch to their boat while secretly checking out the competition.  On Monday the sailors finished rigging their boats and attended a clinic for the balance of the  morning.  The afternoon consisted of practice races under clear skies and light air.<br /> <br />After a brief skippers meeting Tuesday morning , the sailors made their way to the racing area about 2 miles offshore and the 2009 Chubb Junior Championships were underway.  The lasers, 420&rsquo;s and Rhodes 19&rsquo;s each had separate race areas. Winds were out to the North east averaging 8-10 knots and lighter in some cases. The regatta was sailed in seven races over three days off the south shore of Oahu, Hawaii. Boomerang finished with 14 points, followed by Gil Budar&rsquo;s Farr 42 Gerontius in second, and Scott Bradley&rsquo;s Beneteau 40.7 Cazan placing third.  <br /><br />In the offshore category, Cazan won the Medium distance race followed by Boomerang in second, and Gary Fanger&rsquo;s 1D35 Tabasco in third place.  Todd Wyrick&rsquo;s Sydney 36 Fins won the six-race inshore component with 12 points followed by Boomerang in second and Gerontius in third.  <br /><br />Hawaii delivered her famous tropical trade wind surfing conditions to Diamond Head with 18 &ndash; 30 knots of wind, 5 foot wind waves, and a 3 foot south swell for the last three races.  &ldquo;I saw a 30 knot puff on one run,&rdquo; said James McDowell skipper of the Corel 45 Heartbeat, fresh from his second place finish in the Santa Cruz 70 fleet in Transpac skippering Grand illusion.  <br /><br />Mr. Shigeru Namiki, the senior advisor to Japan Sailing Federation and the Series&rsquo; title sponsor, FujiSankei Business i, presented the hand-carved koa replica of the renown Hawaii sailing canoe Hokule&rsquo;a to the Boomerang crew for their first place finish in the series. <br /><br />Mr. Eiji Akaishi, the project manager from FujiSankei Business i delivered a moving speech describing his first time experience of sailing and his strong support for this race. The strength of the Melges 24 class will surely limit the growth of GP 26 fleets&rdquo;.<br /><br />Since this first impression I have spent some more years sailing aboard a Melges 24 at home in Hawaii, generally in high winds.  Much of this time I have thought how nice it would be to have a boat that can handle the breeze better, with a deeper keel fin, bigger rudder with more feel, rig further back in the boat to keep the bow from driving under the waves, and a couple winches to make it less painful to trim the jib and spinnaker.  With my new GP 26 design I now have the platform for all of these improvements.<br /><br />Closer examination of the GP 26 Class dimensions reveals a yacht with excellent potential. Although the GP 26 is approx 200 kg heavier than a Melges 24, all of this weight is carried in a deeper keel. The GP 26 has a similar displ/length ratio as the Melges 24, and the GP 26 rig is nearly 1.4 m (4.5 ft) taller than the Melges 24.  Added to the package is a masthead Code Zero to boost the reaching and light air performance further.<br /><br /> You can easily derive that a GP 26 has plenty of power and will deliver very high performance.  I am really quite excited to get this boat out on the water and let it loose. I think these small box rule yachts appeal to &ldquo;individuals&rdquo;; that is to say people who want to own a yacht that reflects more of what they want in hull form, rig and deck layout.<br /><br />The GP 26 class reminds me of the IOR &frac14; ton fleet that had many owner-built or owner-finished yachts.  At the major regattas you would see quite a diversity of designs, and it was always interesting to examine the various designs and then line-up against them on the race course to see what happened.  Showing up with a fast design was a major facet of the regatta that you just don&rsquo;t get in a one-design fleet. <br /><br />Thankfully the GP 26 bears little resemblance to an IOR yacht, and the box allows designers to explore a variety of hull forms within simple length, beam and displacement limits. My GP 26 design is currently under construction on the ground floor of Farrar Sails in New London, Connecticut. Simply put, if 30 or more boats sign up and actually participate, each boat will get back its entry fee PLUS a minimum of $50!&nbsp; That should help take care of fuel expenses.&nbsp;<br /><br />There's more.&nbsp; If your decorated boat is chosen for a prize, the dollar amount could be as much as $1,000.&nbsp; And creative ideas should be a snap this year - the theme is "Toys on Parade". With the Fall Ko Olina Regatta closing last weekend, unfortunately with a lack of the all desired wind, the HYRA season&rsquo;s point regatta is also coming to an end.  On Nov 22, 2008 starting at 5:30pm the Hawaii Yacht Racing Association will hold the annual HYRA sailing banquet at the Hawaii Yacht Club.  The awards banquet will start with cocktails at 5:30pm and will serve a seated dinner at 6:30pm.  The Adult Menu will consist of Top Sirloin Steak and Garlic Shrimp, Oven Roasted Herb Red Potato and Steamed Broccoli in Garlic Butter ($22).  The Youth Menu for our Junior Sailors will serve Spaghetti and Meatballs with Garlic Bread ($16).  Both menus will have Cheese Cake for desert.<br /><br />Please be advised that seating is extremely limited and will be sold on a first come first serve basis. Tickets will be on sale through the HYC office beginning Monday, Nov 3 and available for pickup after the 10th.<br /><br />Also note that the HYC office has 50 parking passes for the yellow parking stalls in front of the yacht club (400 and 500 row). The RRS are the definitive rules which govern sailing races around the<br />world. They are revised and published every four years by ISAF. Dick has been a member of ISAF Racing Rules<br />Committee and the Racing Rules Committee Working Party for almost 20 years.<br />He is also the chairman of the ISAF Case Book Working Party, has been a<br />member of US SAILING's Racing Rules Committee for well over 20 years and was<br />rules advisor to the US Olympic Team from 1984-1992. Since the publication<br />of the 2005-2008 edition of The Racing Rules of Sailing, Dick has been a<br />central figure in the evolution of the 2009-2012 edition of the RRS.<br /><br />Regarding the new edition of the RRS, Rose comments, "By far the most<br />significant changes for sailors will be the major revision in the rules that<br />govern boats at marks and obstructions (and some related definitions). These<br />rules are in Section C of the Part 2 rules. The old Section C rules,<br />particularly old rule 18, were by far the most complicated rules in The<br />Racing Rules of Sailing for 2005-2008. While competitors generally liked the<br />'game' they produced, many, including the last two ISAF Presidents, called<br />for simplification.<br /><br />"In 2005 and 2006 the US SAILING Racing Rules Committee and the Royal<br />Yachting Association Racing Rules Committee developed several drafts of<br />possible revisions of Section C, and two preliminary US drafts were tested<br />on the water by various fleets during the summer of 2006.<br /><br />"The new Section C rules (and related definitions) are the result of a<br />process that was described to and approved by the ISAF Racing Rules<br />Committee in November 2006. The event is more a local race in even years and an international event in odd (Transpac) years.&nbsp; This year John Spadaro's Bashford 41 Boomerang won with four 1st and one 2nd in ORR and PHRF scoring of the five race no throwout regatta.&nbsp; The event was sailed in calm (By Hawaii standards) seas of 2 - 4 foot&nbsp; and winds of 8 - 20 kts.&nbsp; <br /><br />Using a mid course start finish and five mile legs, PRO Joe Cochran and his team set a perfect course to take advantage of the winds, seas and the spectacular scenery.&nbsp; <br /><br />Second in ORR and third in PHRF was the recent Kalakaua Cup winners, Todd and Cindy Wyrick on their Sydney 36 FINS.&nbsp; David Nottage and his Kaneohe Yacht Club team on his J44 Kaimiloa III finished 3rd in ORR and 2nd in PHRF.&nbsp; <br /><br />The 1D35 Fleet racing was won by Gary Fanger on Tabasco with Dan Doyle's On the Edge 2nd and Mark Witty's Sensation in 3rd.&nbsp; <br /><br />The Waikiki Offshore Series was started in 2004 to replace the Kenwood Cup International Offshore Series last raced in 2000.&nbsp; "This is the best racing in the world and combined with the aloha spirit makes this an event not be missed" said regatta chair Steve Thomas.&nbsp; The 2009 event will be scheduled after Transpac with time for all boats to make the Big Boat Series in San Francisco.&nbsp; Joe<br />will walk us through actual protests/appeals and the outcomes in<br />International regattas.
